I don't mind driving a ways, I took my cat to Moreno Valley to get her spayed for like 30 bucks and its a really good vet, and they'll charge me 80 (including medicine) but it doesn't hurt to look around!   For the $20, that's done through Petsmart Charities. Check out http://www.animalfriendsofthevalleys.com/ as well. Right now, it's only Murrieta and unincorp. Riverside County. Temecula doesn't have the approvals yet, so that's why they're not on that list. There's a bunch more if you want to drive out further. So start with those for now. Low spay/neuter is another option... it's about $50-100 on average.
