  Turbotax.com does both federal n state for free if it's 1040 ez. Local is also online at keystonecollects.com for free. I just did 2 friends of mine n they paid $0. each.

  I just receive a form from Keystone Collections Group and it lists www.keystonecollects.com for e-file of Local Earned Income Tax. Hope this helps!
