Any suggestions on a graphic designer to develop a new logo?

I like efreelancer.com ... You make a contest, tell the designers how much you're willing to pay for the logo, then you literally get about a hundred graphic designers competing for the job by creating logos for you. When you like one, you award the winner! You can do this with all sorts of things...not just logos. :)

Just throwing this out there, but being in the design industry I have to say that companies like Logo Tournament and Efreelancer are a gamble. If you choose to go that direction, make sure that you get all the right file types that you might need in t he future including native files. Also keep in mind that these designers are working for pennies or nothing at all which means that they are either unemployed or trying to get their feet wet in the industry. This could be great for small projects but if this is for the branding of a substantial company I would highly advise against it.
