  You can always find an experienced, ethical adoption attorney anywhere in the US at www.adoptionattorneys.org and click on Find an Attorney. Then you can search by state. Mark McDermott in DC is also licensed in Maryland. He is one of the best in the country.

  I would recommend you find a AAAA (American Academy of Adoption Attorneys) attorney in your area. As long as things go smoothly, most any family law attorney can help but if you hit any snags, you're really going to want an expert!
