What about making sure you are hiring a licensed contractor, who is fully insured (workman's comp, liability, builders risk), and uses only high quality materials?

  You can file a complaint online with the Attorney General: http://www.ncdoj.gov/complaint.aspx We have a licensing board for General Contractors http://www.nclbgc.org/ If that's what he was claiming to be they might be able to help. Good luck!
