  Buy or make? If you plan on buying, the only local store I know that carries any anime costumes is Taylor Maid: http://taylormaidbeautyandtheatrical.com/ Otherwise get an idea of what is needed or a close substitute with minor altercations and go hit up the local thrift stores. In my opinion the later root actually produces a better, more realistic costume. Oh an Natsu's scarf could be made with a white or off-white scarf and the grey lines drawn on with a fabric marker.
