  lonelyspeck.com has a great guide for choosing lenses for landscape type astro photography. Be sure to click through on the link to the Google spreadsheet that mentions specific brands. Spoiler: one of the more popular ones is the Rokinon 24 mm, and most of us consider that budget. They have them for most cameras, although not sure about Z. I wouldn't bother with a filter yet; there are some affordable ones that help with light pollution but filters can cause problems with reflections, Newton's Rings, etc in night shooting.
