Person owns lots of tools, lots of experience and knowledge, CDLs, can even drive and operate different wreckers (tow cars, big trucks, truck trailers, etc).   Not trying to downplay the importance of government services but this is the Twilight Zone of America. Unless things have changed in the last two years, most city, county, state, and federal jobs here are not competitive with most other jobs. Typically better benefits and less hours but if the goal is to make the biggest paycheck possible then those jobs are not the ones to seek especially with the skills you listed. I turned down a state job with housing and delivered pizzas for a year. I grossed over 6 figures (not likely for others to repeat that so don't send him to either pizza place lol). The two sources that seem most helpful to new people are The Shopper (there is a free online version) and ndjobs.com which is state job service.
