  Humphries is cheaper than 20 euro pp. Check Bier Factory, they have cheap menu with fries + oven baked chicken, delicious. Fifteen is costy for student organisation. Haesje Claes group menu is about € 15,00 - 20,00 pp, it is typical Dutch place in a very centre of Amsterdam. One of many halls can host the entire group. Do not look at steak houses, usully with such big group service will be poor. Abome mentioned are used to work with large groups.
