In order to qualify for the easier "conversion" process you need to have had your foreign license at least three months before you made aliya according to NBN: https://www.nbn.org.il/.../1282-obtaining-a-drivers... - so I believe in order to get an Israeli license you now need to do the whole process from the beginning, including the 28 lessons.

What you get: 1. tudat_oleh_s Teudat Oleh ( תעודת עולה - Oleh booklet ) from Misrad Haklita ( משרד הקליטה - Ministry of Immigrant Absorption.) 2. Mispar Zehut ( מספר זהות - Israeli Identity Number ) ( Page 2 of your Teudat Oleh ) 3. Registration for Kupot Cholim (קופת חולים Health Fund). If you do not register for health insurance at the airport, you will receive a voucher for enrollment in a Kupat Cholim See box #2, Health Insurance. 4. First cash payment of Sal Klita ( סל קליטה - Absorption Basket ) to those who are eligible. 5. Transportation voucher for a free taxi ride from the airport to anywhere in Israel. (The Misrad Haklita clerk should direct you to the taxi stand once you have finished your paperwork and retrieved your luggage.) 6. “Note of Future Bank Account” to be stamped by your Israeli bank when you open an account and to be shown to your local Misrad Haklita. See box #4, Opening a Bank Account. 7. Document to be presented at Misrad Hapnim ( משרד הפנים - Ministry of Interior). See step 2, Misrad Hapnim.Please note: if you have an Israeli ID number, you will not need this document. Important notes: 1. Misrad Haklita does NOT deal with changing your name (e.g. from Elliot to Avraham). This is done at Misrad Hapnim. 2. See step 2, Misrad Hapnim. 3. If you are a Katin Chozer( קטין חוזר - Returning Minor), were previously an A-1 Temporary Resident with a Teudat Zehut ( תעודת זהות - Israeli Identity Card ) or an Oleh B’Shenit - עולה בשנית )your Teudat Oleh will not be issued at the airport and you will not receive the initial payment of the Sal Klita. However, you will receive the transportation voucher at Misrad Haklita Misrad Haklita in the Airport: 03-975-4422 Stage 2: Misrad Hapnim (משרד הפנים) You will be directed from the Misrad Haklita office to the Misrad Hapnim office. Please note that if you joined a Nefesh B’Nefesh flight, this step is completed differently. You will be advised by NBN regarding this step prior to you NBN flight. What you need: 1. Teudat Oleh. 2. Two identical passport-size pictures of each family member above the age of 16. 3. Passports of all family members (from country of origin). 4. The original copies of your Civil Marriage / Divorce / Death of Spouse certificate. 5. The original copy of your Proof of Judaism - ( אישורי יהדות - Ishurei Yahadut ) 6. The original copy of your Conversion Papers - if applicable. 7. The original copies of Birth certificates for all family members. 8. Document received from Misrad Haklita at the airport. What you get: 1. A Teudat Zehut. 2. Official record of your name change (הודעה על שינוי שם) if requested. There are groups that organize pilot trips, like AACI. It sounds like, based on previous posts, that their pilot trips would be perfect for you. The NBN Business Directory is no longer in existence. See http://www.nbn.org.il/.../985-nbn-business-directory.html for more details. It may possible to buy a car in Israel while on a pilot trip, but you are not entitled to any tax breaks until you have actually made Aliyah. As far as I know you cannot use those tax breaks until you get an Israeli driver's license. You can't buy a car without tax breaks and retroactively get them if/when you make Aliyah. I personally have never heard of anyone buying a car before arriving as an Oleh.
