  http://www.sftreasurer.org/index.aspx?page=32 Turns out you can schedule an appointment in advance, although I don't recall having to do it when I renewed my passport. Bringing your old expired passport can speed things up. I've never heard of a Federal passport office on Folsom, but that doesn't mean it doesn't exist. I don't claim to know everything.
