  The new Snel Fietsen over towards the Fred, Hans Struijk in the globe center and also one down at the harbour that is pretty specialised in road bike kit... http://www.tomschouten.nl/ I've been to pretty much every shop in the hague looking for mountain bike stuff and they seem to have the most knowledge and selection in store...

  I just came back from http://www.tomschouten.nl/. They said because I didn't buy the bike from them, before fixing it they need to make a full inspection to make sure the bike is fine. And that costs 200 euro alone. I said "no, thank you". It sounds like the worst deal ever...
