  Yes there are a lot of stories about the Underground -- really what we have is basements and some connecting basements on city blocks. I'm no expert but there is a lot of sham stories floating around too. Be careful of your sources!! I'm just about to start reading Barney Athanasius Blalock's new book The Oregon Shanghaiers, (http://portlandwaterfront.org/the-oregon-shanghaiers-book.html), I'm not sure how much he covers the Portland Tunnels but mostly I think they were opium dens and storage and the like. And not used to shanghai people through tunnels to the ships.
