  Have you considered [www.hange.ee](https://www.hange.ee) ? Basically people with all sorts of building and renovation needs can advertise what needs to be done, and private contractors/companies etc can make an offer. You can also see reviews and portfolios of contractors if you are a registered user. Site seems to be completely in estonian so maybe have someone who can help navigate in there, if needed.
