  I go to [Lucas Nault](http://www.lucasnault.com/) on Laurier. Their prices are reasonable (as far as ladies cuts go), they're environmentally conscious, and I always get a good cut. I don't have my hair coloured, but at least two of their 6 stylists have wild shades, and they look great/not fried. They do ammonia-free colour. Almost every time I've been in someone else has been getting colour/touch ups. If you can't get in at Loft, might be worth a try.

It's within a 10 min walk from the University of Ottawa, and if you're at Carleton you can bus to Laurier station and walk 2 blocks down the road. Their haircuts are affordable (~$40 for women, no idea for men). It's a very relaxed environment but they know their stuff. I've been going to them for 2 years now, and have used different stylists depending on who's available and been happy each time :) I don't think they wax though... I can't help out much there, most of my hair is too fine to wax effectively.
