The city and water district love to drive around and fine residents for water waste, but where are they when these big retailers are negligent? This is the Target parking lot on Tyler St. It was like this when I got there and it remained the same an hour later when I left. This isn't the first time I've seen this at the same location. I asked to speak to someone about it and all they said they could do was take a message because their maintenance person was on lunch. They wouldn't even get a manager to talk to me because they knew I was ready to confront and they didn't want to deal with it.
