  Need some direction... Sticky situation is there is a 10 year old dog in mesa wearing an Elizabethan collar. Lefft ear is bothering him to the point he scratches it bloody and raw..hence the collar. Owner refuses to have the dog vet checked says its to expensive. Dog is outside in fenced front yard fairly often. We are acquainted with this person but not close but still would rather not cause issue( co worker). Options?

  If you think he is genuinely neglecting the dog, call the Humane Society. If you believe it is only because of the cost, help him. If he brushes you off or doesn't try to get the dog help after that, probably a good chance he just doesnt want to help the dog, so call the Humane Society.
