We thought our canal had been cleaned but my husband discovered yesterday that they remove most debris and actually partially sunk a large wooden dock in the canal. It is now sideways, partially sticking out of the water. Who do we call?

Anyone know of a good Health insurance for a 26 year old married guy? My wife is still covered under her parents but I figure it's been long enough for me avoiding it. I probably just need to get some catastrophe health insurance. I don't ever go to the doctor.
