  I guess you can find soy beans at Dzhagannat (http://www.jagannath.ru/) or Indian spices (http://www.indianspices.ru/) and similar stores. Also you should look for soy beans in grocery stores - but make sure you compare prices :) For example, a few months ago I realized that a 300 g package of chickpeas at Magnolia was twice more expensive than in Perekrostok (same brand)...
