  I can't recommend them myself as I've never ordered their enamel pins but Zap Creatives is UK based with a min. batch order of 50 pins. I have ordered charms from them and they had a fast turnaround and good quality color. What size order are you looking for?   There are a few options out there, but the most common I hear is Chillypig Creation (http://www.chillypigcreations.com/) and Zap! Creative (http://www.zapcreatives.co.uk/). I've ordered from Chillypig and they're local in California and I really enjoyed their support and quality in the charms we ordered ^^. Zap! Creative have more options, but they're located in the UK so you do have to order in advance if you're getting some orders for the next con.
