We like to eat at the cafe on Margaret St across from Queens park when we are in Toowoomba. No playground in the cafe itself, but Queens park is huge and has some great play equipment for kids to burn some energy if you spend some time there before/after your meal. http://www.parkhousecafe.com.au/
