And if it is, where can I get garlic to plant? Can I plant garlic that I buy at the Trading Post?   I may be mis-remembering, but I believe Scott Horner has different varieties. The Trading Post also has a good selection most times. I grew up trading starts and seeds within the 'neighborhood'. It's like checking gates, just what you do. Any commercial garlic that is packages for small quantity resale can be assumed to have been treated by one or more chemical methods to ensure "freshness" through shipping and shelf-storage.
