  I bought my parent's summer house in PC and have the same problem with the water company turning on the water. I use Steve Blatt Plumbing. Nice guy/reasonable rate. 419-656-6602 is the number I have for him. I think he lives on Madison St., PC. My cousin is at my house when the water is turned on but I've used Mr. Blatt for other plumbing issues in the house.
