Not just a "hem these trousers" person but a professional who can do careful alterations (on vintage pieces) and possibly even create dresses based on an existing one.   Don't know about the dress making (because I haven't asked), but I've used Boris at Classic Tailors a bunch of times and have loved their work. They took in a vintage sequined dress and pleat-crazy dress -- both turned out beautifully. 2815 Ocean Park, Santa Monica, 310-450-6192.
