  Here is some info on what has happened re Venezuela islands and mainland. The caution by Gregory Wallace is very wise. Not much reported in Venezuela lately but that is because it is generally avoided on the passage. Roques, Aves are OK for a rest stop. http://safetyandsecuritynet.com/home-4
