  These are Tree Bees, a recent arrival in the UK. Unlike most bumbles they will sting to defend their nest and if they feel threatened. It is best to leave them if they are in a place where you are unlikely to make them feel threatened but they can and do sting so if they have chosen a silly place then removal is your only option unfortunately. http://opalexplorenature.org/TreeBumblebee
