  I don't know anyone locally, but I know Rikki who is the guy behind Pankhurst Cycles (https://m.facebook.com/pages/Pankhurst-Cycles/215798801924113). He specialises in restorations. He might be able to help or at least point you in the right direction. I do pass his base on the edge of Reading quite often if you need things shipping up.
