Rotted sills need to be replaced, the house should be leveled and the cinder block piers are in need of replacement/reinforcement.   Hey there, Realtor here. When it comes to foundation issues, when you go to sell the house, the reputation of the foundation company you use matters just as much as how good a job they do. I recommend a recognizable, reputable name like Abry Brothers or Davie Shoring. When you eventually decide to sell, if a buyer sees on your disclosure that you had foundation issues and you took care of it, it will be much easier to convince them that the problem was solved if you have receipts from a reputable company like that.
