I looked on their website and it says its first come first served at the airport but I'm not sure how we would get tickets if we don't arrive until after their counter closes???

  It is too bad that you cannot ride the Bremerton-Kitsap Airport Shuttle from Bremerton to Tacoma (without going to SEATAC airport). But State transit laws prohibit them from providing such transportation. http://www.kitsapairporter.com/

  if you rent from enterprise on fort lewis it is about 1/2 the price of the companies by the airport. you can find a shuttle pretty cheap online, too at http://www.kitsapairporter.com/. good luck!
