  My apartment complex has a habit of watering several times a day. They water so much that the ground is constantly moist and brown. In fact, they water so much that the water forms large puddles in places and cannot soak into the ground. Besides the fact that I have to pay an additional $50 per month for water use within the complex, there's the issue of the drought that is occurring. Who knows of the proper agency in Lancaster to contact about this? I've tried bringing it up to the management company to no avail.

  Well in true city fashion, it's a case of "not our problem". Called the LAC waterworks and received a second number to call (same as what the city gave me 877-637-3661) and it just rings through without being answered. Looking for state numbers now.
