  I used someone in Harpenden to alter the shoulder straps (and length) on the bridesmaid dress I wore for my sisters wedding last year. She is a weeding dress designer / maker but she does do other alterations. She was good and did a very good job and I would use her again! You'd have to contact her for prices as her website is just about bridal wear. http://www.shimmeringivory.co.uk/
