  If you're looking for a unique experience in a place to stay, and don't want to have to deal wtih "Typical" Las Vegas The Artisan Hotel (http://www.theartisanhotel.com/) is beautiful and fairly reasonable priced. For Tattoo's I recommend Sacred Designs near the corner of Tropicana and Eastern.
