  Surely your parents are the kings! You will only need Building Control approval for what you want to but you still have to submit drawings of location and building. See building control on the BFC website. Whilst you can do this yourself, (much like you can represent yourself in court) having a plan smith will probably make sense as they just know how to present the information correctly right first time.
