The cheapest and probably fastest would be to catch the train to NYC ($36 one-way if booking in advance), and then taking public transport out to Laguardia. http://www.panynj.gov/airports/lga-public-transportation.html. However, there is an airport shuttle departing Catskill every day at 10:15 AM, arriving at LGA at 1PM. $65 one-way. http://www.premierelimo.com/transportation-services/airport-shuttle/
