  I really don't know why the planning application was turned down by the council. You only have to look at Warners Hotels to see how a Grade 1 or Grade II building can be changed into a hotel. I've been to Holme Lacy, Herefordshire and Littlecote House, Berks and both haven't lost their charm as hotels.
