  You can check out the Nyuto Onsens...http://www.nyuto-onsenkyo.com/english/eng_tsurunoyu.html I stayed at Taenoyu with a few tattoos and didn't have an issue. A Japanese friend said that even though mine are large, they don't cover enough of my body to be seen as a threat, or what have you.
