Can anyone recommend a bike shop between Redwood City and Mountain View (preferably Palo Alto) to have a headset and bottom bracket installed on a new frame?

Maybe VeloTech on Emerson? http://www.yelp.com/biz/velotech-cycles-palo-alto I'd call around to different shops and see what their prices would be and how long it would take to get done. Most new metal frames don't need frame preparation (facing surfaces or chasing threads), so you can probably do the bottom bracket at least yourself. If your headset has cups that need to be pressed into the frame, it's possible to make a pretty inexpensive DIY tool after a trip to a hardware store. Try searching for "diy headset press"
