  only the "Bürgeramt" is allowed to certify it, you can do it at Katschof for example; here's a list where you can also go http://www.aachen.de/DE/stadt_buerger/politik_verwaltung/behoerdenwegweiser/dienstleistungen/index_detail1.asp?searchId=2717 as far as I know it's for free when you tell them it's for university applications
