  Try Urban Referrals (www.urbanreferrals.com; 202.332.0848). Its a DC-based company I just found out about through Logan Hardware. They refer your name to pre-screened painters, electricians, handyfolks, etc. and get paid by the companies for their referral. They basically do the legwork for you (at ostensibly no charge to you). I just contacted them about a window project, so can't vouch for them yet, but the woman I spoke with was friendly, knowledgeable, helpful and seemingly trustworthy.
