Whether the city wants you to or not, turning off your water line is extraordinarily easy to do on your own, and I am certain that a licensed plumber could quite easily figure out turning it off and back on. Also, I think the only time we have needed to call a plumber, we called David Jackson and Son plumbing. They fixed things quickly and for what I considered a reasonable price. Best of luck!

I have to recommend David Jackson & Son also. They have gone well out of their way to help on short notice and evenings and weekends also on rental properties, and I have never felt they cheated us in any way.
