Not sure about the ED, but I heard a great presentation in Pittsburgh by Prof. Matt Walk from University of the Incarnate Word about the role of PT in an Urgent Care setting. I don't know if they were able to publish their findings but they had great results. I imagine you could email him directly with questions (walk@uiwtx.edu).

I work in an Emergency Department a few days a week in a community hospital and we're still gathering data but it's been a success so far; generally utilization depends on the physicians on duty. Some get us involved quick with back pain, likely MSK cases, and frequently we guide imaging. Highly recommend it to anyone with the opportunity.
