Car rental demand + limited inventory, especially in isolated markets like Anchorage or Hawaii is causing a very serious availability issue. Try changing up your search - slightly different dates, airport pickup, nearby city/zip code search. If that doesn't work, try alternatives like Turo or GetAround. You can get even more creative by contacting local dealerships to see if they have any rental cars available. Or, try the hardware box stores to rent a truck. Finally, I've even seen people renting U-Hauls when nothing else is available.

There’s a rental company on elmendorf, they might have options. Last I heard, Uber and Lyft were not allowed on base unless they already had a DoD ID. Regular taxis are still allowed so if you need a ride to base from the airport, take a real taxi.
