I actually found Dougal's through an earlier thread asking the same question, and they were fantastic. They're kind of hard to find, since they've moved recently and there was no sign out front last time I was there, but there's on Short McDowell street right near the ReStore. Their Facebook info is current.
If all you need is an oil change you might be able to find one cheaper, but if you need a mechanic in town I'd highly recommend these guys. They're super nice and knowledgeable. After the amount of time they've spent looking at my car and not charging me, I'm happy to pay a few extra bucks for an oil change.
Oh! Bugger. Editing to add - didn't read carefully enough, sorry. They don't do state inspections. But I'm leaving the comment anyways because they're awesome.

I recommend Kerry Peffer at Advantage Automotive right next to McCormick field. I've been taking my car to him for years and he's very friendly and honest.

Not sure what a pull change is, but I have used Danny Fender for my vehicle tires for 15 plus years. He is an honest, Christian man and will never cheat you.
