Cummin Landscape Supply sells topsoil that is good for filling a bed. They also have a planter's mix.

There is a big wholesale place just up Lawrenceville Hwy ( and a little left on Montreal Rd., kind of nestled under I-285) that also sells to the public. They sell organic soil and I believe they deliver. I think the name is Fred Smith Landscaping.
