The provider has to become registered. I did it to help my clients afford my services. And it is the benefit - not the rebate. I provide my clients with a receipt which they then lodge to Centerlink. Their benefit is then paid to them like normal, including a percentage for my care. Here is a link http://www.humanservices.gov.au/customer/services/centrelink/child-care-benefit
