I've been with Great Shape in the Big Center for 10 years now and am very happy there, won't break the bank either. Mornings are not crowded, not sure about evening. Beer Sheva also has a Country Club out past Neot Lon before the turnoff for the Zoo. You can also register for membership at the pool at the Leonardo Hotel in Gimel, and Beit HaChayal at the edge of Tet. All of them have exercise rooms as well.
