For the last couple of years I have been using http://www.yellowcarrental.rs in Belgrade. I'm not sure if they are the cheapest, but they are certainly competitive with others I have used or checked out, but their customer service is amazing and I'm a sucker for stellar customer service. They have worked very flexibly with some strange travel situations that I've managed to get into. They also do delivery and pick-up at your location for no extra charge (at least for me).

Hi Mitra. I used hire 'cheap and cheerful' from a place in Obilicev Venac but I noticed it was closed the other day. (Maybe they were renting them too cheaply!) If you are nearby you could see if they have a sign on the door saying they have moved..they were just beside Simbol cafe. Also someone mentioned to me the other day that Europcar had a rate for 10 eur a day. I find it hard to believe, but could be worth checking out.
