Never been to Achla Kfar Saba but it is the sister restaurant to the PT and Eilat branches that I have been to and it is probably the tastiest value for money meal in the country. Great salads, Lafot, Grilled meats, etc. A full meal that stuffs you can cost 40 shekels per person.

Entrecote is meaty on Har Chotzvim and is Rubin. For 50 people and not too expensive, with either Rubin or Eida, think that is your best bet. Otherwise you will need caterer and hall. If they are willing to take Rabbanut Mehadrin, Machpud or Badatz Bet Yosef there are more.
