Shawn at Shamans Den is the go to guy for that style in this area. Josh Ruff at Renaissance in Endicott is amazing but his style is better for black and white, realistic and biomech. The deciding factor should be if you like the work in their portfolios. Check artists in nearby cities too like Syracuse, Ithaca, Oneonta, Cortland and Scranton. You could also ask /r/tattoos for recommendations. Good luck!

I would have to suggest Shane at Stiehl's in Ithaca. He apparenticed under Shawn at the Shaman's Den and moved up to Stiehl's two years ago. Caveat, Shane is my brother-in-law, so I may be a little biased- But I still say he's a damn fine artist, and definitely worth the drive to Ithaca. Make friends with the guys at Shamans or their clients, you'll get in in under a year lol. Josh Payne at Ascend Gallery in Cortland is another - hes a different level though. Probably need it to be an idea that he likes otherwise it's a year too.

Renaissance Studios best stuido in town. Ascend Gallery has two locations one in Ithaca an Cortland. If you go to Ascend have Adam Golden do your work. But Renaissance is honestly the best work.
