There is a gate just within a few hundred yards of the highway 89 junction with the road to the North Rim at Jacob Lake. Arizona Department of Transportation controls it and in normal years it is not unlocked until mid May. It currently is showing closed at DOT website AZ511.com.

I live in SLC and I really only know camping spots way up in the mountains, which you probably aren't looking for. Could try Stansbury Island out west of SLC. It's mostly BLM land so free to use but can get rough etc. Up Big Cottonwood Canyon and Little Cottonwood Canyon are lots of spots as well, probably need to reserve those though if they're still open. North of Salt Lake just outside Brigham City are some hot springs and a campground. Nice place to relax in some warm water if you have the time.
